The impression I get is that the PC Transporter installation process
leaves the card in an unusual state, and this is causing a problem when
the A2.RAMCARD driver first tries to activate it. Rebooting the
computer is sufficient to clear this unusual state.

It may be possible to fix the problem by modifying the PC Transporter
patch software (AEPC.DISKS), or by writing an INIT which does
something to clear up the unusual condition (but I have no idea what
the problem is, exactly). I suspect an INIT won't work, because the
A2.RAMCARD driver has already been loaded by then, and it may have
already done the damage to the volume.
