There shouldn't be.  It uses a table which contains seven entries, one
per normal year or two for a leap year (five or six years in total).
January and February of the leap year use one entry, March and later
use the other entry.

It is possible that the table in this version of ProDOS ran out at the
end of February 1996, so you will need to run the CLOCK.PATCH program
to update ProDOS to work again for the next few years.  This program
is included on the latest ProDOS-8 system disk, and is able to patch
ProDOS-8 1.9 and later, if I remember right.
