I think the request was for a program that can decode BinSCII, not a
program that can decode a "BinSCII-like encoding method".
UUENCODE/UUDECODE and BinSCII use similar techniques, but they are
definitely not compatible.
The "SCIIBIN" utility may be available for MS-DOS somewhere. It is
usually distributed in source code form, for UNIX machines. I think
it should be possible to compile it on a PC.
I also wrote a very simple version of my DESCII utility for MS-DOS (it
was the basis for the IIgs version). I haven't distributed it
publically, because I was intending to improve it.
