That isn't an RGB port, despite the similar appearance to the Mac,
IIgs and Apple III video connectors.

The IIc and IIc+ have a 15-pin video expansion connector, which
provides all the signals necessary to generate an RGB signal with some
external hardware.  You cannot plug an RGB monitor directly into the
connector: it could damage the computer, and it certainly won't work.

Apple released an LCD display for the IIc which plugged directly into
the connector (as far as I know - I've never seen one).

There was an RGB adaptor for the IIc (a clip-on box), but I don't know
who made it or whether it is still available.  It worked with a
digital RGB monitor (the connector it provides is probably a 15-pin D
connector that is compatible with the Apple III and the Apple IIe with
an RGB card).  This could be used with a CGA-compatible RGB monitor
with an appropriate adaptor cable.
