He already told you - Lynx. It is a non-graphical web tool
available for most platforms. And you don't even have to have
it on your system. It runs a lot like elm or ftp (ie:Totally
text based.). Graphic areas are depicted as inverse video
[GRAPHIC] blocks (or some such). Used it myself a couple of
times
