Download everything. Put it in a folder and open the project 
(Carteblance.xise) in Xilinx Project Navigator.

cb.ucf is included with source code at the link above.  In the 
Xilinx Project Navigator just click "Open..." and set the file type 
to .ucf.

I believe there are a couple of missing .coe files but they are not 
needed to get started.

There is also source code on sourceforge that has some modifications 
made by redskull:
