There's no telling what might be wrong with your '79 Apple II. 
It's probably a bad keyboard, but it could be something bad on the 
motherboard.  The only way to tell is to swap it out.  Sometimes 
you can fix motherboard problems by reseating all of the chips.  
First try simply pushing them all into their sockets; if that 
doesn't work, use a small screwdriver to lift them all SLIGHTLY 
and then push them down again.

I'd say that a busted '79 Apple II is worth about 5 bucks, if you 
can find a buyer.
