If...

a) The current maintainer of a project doesn't update the project for
a long time and doesn't respond to inquiries.

b) One (or several) persons show the will and ability to
improve/expand/fix the project (i.e. by actually implementing them).

...then a fork is the logical and usual consequence.

P.S.1: I strongly opt for a public repository (like SF)

P.S.2: "KEGS II" could be another naming option
