You probably have no choice. Most MS-DOS utilities check that they
are running with the correct version of DOS, and will refuse to run
with a newer or older version. You will only be able to use MS-DOS
6.22's ANSI.SYS with MS-DOS 6.22.
There are alternatives: a third-party program called ANSI.COM, for
example (I don't know its freeware/shareware/commercial status, or
where you can get it from).

Yes, but it isn't worth the effort. Maximum transfer rate (with a
14400 bps modem and an accelerated IIgs) is about 200 characters per
second (file transfer).
The main difficultly is the flow control settings in the PCT control
panel. I could never quite work out what it was doing, but I was
usually able to get the software working by selecting various flow
control and data options in the PCT control panel, until the flow
control appeared to be in the right state.
