John, You could configure your IIc using the System Utilities disk that
came with the IIc. It is probably available from apple.com. Maybe somebody
else on comp.sys.apple2 will be able to tell you exactly as well as a
warning that early IIcs did not talk to modems above 1200 bps there is a
peek to perform that will tell you if you have an old or later IIc.
