System Bad 0C000003

Subject line says it;
	I did the self test last night on a Rom1 GS and got 

		 System Bad 0C000003

	Anyone have an idea what this error is? The only symtem I have is 
after booting I try to open the Control Panels NDA and I get the outline
of the Control Panel box but nothing in it and the choices in light grey.
Other NDA's and CDA's seem to work okay and several programs seem to be 
working okay.
