No it doesn't. It has the minimal firmware support required to
support an external AppleTalk interface box for the IIc, which doesn't
exist. If this box did exist, it would plug into one of the serial
ports or possibly the SmartPort drive connector (I haven't looked at
the firmware listing for a while, and I don't remember how it was
supposed to communciate with the interface box).
This hypothetical interface box would have been a similar design to
the Apple II Workstation Card for the IIe, i.e. a small 6502-based
computer with its own RAM and ROM, plus a Z8530 SCC and RS-422/423
interfacing hardware. The firmware inside the IIc would exchange data
with this interface box, and provide hooks to access the memory of the
IIc.
There is no way to connect any Apple IIc to an AppleTalk network
(except via a serial connection through another computer which is on
the network, and it wouldn't be fully compatible with the AppleTalk
protocols anyway).
