Correct. Load it into a program such as AudioZap or rSounder and "clear
all zeroes." You may additionally need to clip the first/last few bytes.

Software: currently, I'd have to say AudioZap. It's also due for an
update RSN. Ian, you reading this? :)
Hardware: Soundmeister; but it's the only one I've tried, which makes it
difficult for me to recommend anything else. :)
