The ][+ probably has a few lose chips on the motherboard.  If you
reseat all them it should work fine.  Hooking up the video out to your
VCR is the correct connection for displaying 40 column information from
the computer on a TV set.  You might try playing with the HORIZONTAL
HOLD control on the TV to remove the squigley lines.

The VIDEX board provides 80 column information from the ][+.  The two
connectors and the switch allow you to connect both the 40 column
output from the computer and the video INPUT on the VCR to the board. 
The switch lets you select which video mode you want to view.  The
command PR#3 will enable the 80 column firmware.

The wire added to your computer is a Shift Key Modification and makes
the shift key active in software written to recognize this mod.
