What control panel settings have you used on the IIgs side? In
particular, check that "DCD Handshake" is turned off. For the moment,
you should also disable "DSR/DTR Handshake" until you can get the
connection working.
Note that changing the Control Panel settings for the Modem Port will
have no effect until the modem port firmware is next initialized (by
doing a PR#2 and outputting something, or IN#2 and inputting something).
