No.  The IIe RGB card works with a digital RGB monitor, not an analog
RGB monitor.

Apple sold a digital RGB monitor that worked with this card (also with
the IIc, given an appropriate adaptor on the video expansion
connector, and probably on the Apple /// as well).

It should be possible to build an adaptor cable to connect a
CGA-compatible digital RGB monitor for a PC, but I don't have any
information on the pinout of either connector.
