First thing to check for is the device ID numbers. The symptoms you describe
could be caused by the card and the drive having the same ID number.

Another possible cause is improper termination, or lack of terminator power. 
I don't have my high-speed SCSI manual here, so I'm not sure what the
terminator status of the HS-SCSI card is, but both ends of the SCSI chain
need to be terminated, and at least one (and preferably more than one) device
on the chain must be supplying term power.
