Taxan color monitor

I have just acquired an Apple IIe with a Taxan-Kaga 12" color monitor.
I can get color by connecting the ordinary Apple video output (RCA 
socket)
into a video input connector (another RCA socket) on the back of the 
monitor.
 
But, there is a Kaga-Taxan RGB II B card in slot 7 with a cable going to
a multipin RGB socket on the back of the monitor. Trouble is when I slide
the little switch on the back of the monitor to select this RGB input, I
get a uniform white screen.

Do I need to do something else to enable this RGB feature? I have tried
PR#7 and things like that.

Should I expect a significant improvement in the color picture?

Some other points:

The card is Model 410-07

There are 2 wires from connector CN3 on the card leading to pins 7 and 8 
of
a 74LS166 chip inserted into the GAME IO socket of the Apple IIe. I have
never seen anything like this!

There is a wire from video to J13 on the Apple IIe. I can understand 
this.
