What is SUPPOSED to happen with no cards inside is that it says APPLE ][
at the top of the screen, then down a couple lines is a ] and a flashing
box cursor.  You're in Applesoft Basic.  No OS exists internally, since
you don't have anything attached that would use one (with the exception
of stuff to get at one -- the commands to operate the tape drive and
boot a floppy drive).

And if you don't get the Applesoft Basic cursor, something's wrong.
