My ROM 1 certainly worked with a "final" Apple High-Speed SCSI card. I
had that card before I replaced the computer with a ROM 3. (I have no
idea what you might experience with a prototype card.)
The card is compatible with the enhanced IIe and any IIgs.
I assume (based on your original post) that you have no SCSI devices
connected to the card, so you must be booting from another device.
If you are getting a freeze at the ProDOS splash screen, that suggests
ProDOS is trying to detect attached SCSI devices via the firmware driver
on the SCSI card, but it is getting stuck for some reason.
I don't recall observing that behaviour. With nothing connected, the
SCSI card might take a few seconds to decide that nothing is there, then
the boot process should continue.
