Problem connecting faster than 2400 baud with PT 3.1

I am having trouble to connect to a new Internet provider in my city.
I am using Proterm 3.1, a 14.4Kbps V.32 modem and an Enhanced Apple //e.
I use the driver Hayes Smartmodem V9600 (RTS/CTS).

I can connect at 2400 baud (and without error correction), but if I select
a higher speed in Proterm's parameters, I can't connect.
I can hear the carrier sound of the remote modem, but PT doesn't recognize
it. It keeps waiting, as if no carrier were present.

And if I close the dial window and select hang up from the Menu, the modem
doesn't hang up. I have to turn it off to hang up.

I did some tests issuing some commands to the modem to change the error
correction protocol (AT\N0, AT\N1, AT\N2, etc.) but without success.

By the way, this internet provider is intended to be used with special
Mac or IBM software (Interslip, Netscape, etc.) but I found out that at 2400
baud, I can connect and I get a prompt where I can do a telnet to the machine
where I have an internet account.
(But I want to connect to higher speeds).

I have another internet provider (the college where I study) which doesn't
give me any trouble connecting at full 14.4K bps (this one does support
VT100 emulation by any telecom software).

Any clues as to what is happening?

Thanks.
