Well, the VOC _merges_ two video signals, replacing selected portions
of the input signal with an output signal.
I suppose that if a game machine had a composite video output, you
could feed it into a VOC, then use software on the IIgs to select
between the game machine's video output and the IIgs's video output (by
making the IIgs video output completely transparent).
It would probably be fiddly (I haven't seen the VOC software, so I
don't know for some).
