BINSCII Woes!

Hello fellow // users!

I am having a problem getting BINSCII.EXE to EXEC on my Apple //c.  I can't
figure out why.  I've downloaded multiple copies, checked the files with
a text editor, etc.  But still nothing happens after I EXEC the file (I
get ] scrolled down the screen, but that's all).  Can anyone give me guidance?

Better yet, anyone out there willing to mail me a working copy on disk?  I
would, of course, reimburse for the disk and postage.
