The first step is the hardest one; find enough people who want to form a
group and find some who are willing to spend time and effort on it.
Then you have to decide what kind of group activities you want to have, where to do them, whether to publish a club newsletter and maintain a
software library, how much to charge, etc. All that is rather obvious.
If you want to try for a tax-exempt status, you will need legal help on
that. I think I have a text file on the subject, if you need it. On the
other hand, my group is small enough, and our bank account low enough,
that we never have to pay tax on the interest. And, we sell nothing, so
no sales tax. The dues are simply contributions to help defray the cost
of the newsletter. In the few years when we actually had some money to
spare, we made donations to support the Apple II at the public library.
So, we have never had a "profit".
The Apple User Group Connection has been very good in supporting the user
groups. However, they are aimed at the Mac users. Still, it is a good
idea to be registered with them. In the past, we have gotten updates to
the IIgs systems and to ProDOS. There probably will be no more of that
though. The can help you get a license aggreement to distribute Apple II
