Such a serial device already exists. The "bitMOUSE" card from
Sequential Systems offers a way for Apple IIe owners to connect PC mice
via the bitMOUSE serial interface. I assume it would function on a IIgs
as well, but I see little point. It does make a nice alternative to the
standard Apple mouse card and Mac 128/512/Plus style mouse for 8-bit II
users...
