The slidebar just tells the NDA how much processing it should do before
it gives processing time back to the rest of the computer. Since this
is cooperative multitasking (like), setting it to faster just makes GSCii
process more data before getting back to you and updating the screen which
is good if you're just decoding something short.
If it's something long to decode and you still want finder to work at a
decent speed while you're waiting, you leave GScii it at some slower speed.
