That isn't quite true.  The IIc+ has a 4 MHz accelerator attached to
the processor, but the rest of the computer still runs at 1 MHz.
Under ideal conditions (cached loops) it runs at 4 MHz.  Non-cached
accesses are at 1 MHz.  Assuming it is identical to the ZIP, all
writes are also at 1 MHz.

Depending on what the program is doing, it will be running at anything
from the same speed as a 1 MHz Apple II to four times faster.

The IIgs is limited to 1 MHz when accessing "slow" memory (e.g. I/O
and video memory) but can run at about 2.5 MHz when accessing "fast"
memory, and 2.8 MHz when accessing ROM.  Otherwise, there are no
delays.
