laser printer cartridges

I have an Apple laser writer plus and I would like to know if I can just add
more toner to it.  I took apart a action 1000 laser printer and it had a lot
of toner in it but it did not print on any pages.  Is it just dirty so it need
to be cleaned.
is it best to use the old toner that was in it or should i just buy some new
toner.
I took apart the action one to get a little practice on it and i would like to
get that one going again.
