Spectrum does use an internal beep if Hardware Handshaking is not
checked.

If Hardware Handshaking is checked, it seems that Spectrum is always
using the standard IIgs system beep, not the one configured in the
Sound Control Panel.  I have no idea why it does this.  It hasn't
disabled the generation of all sounds - all my configured alert noises
still work, for example.  It is just the main beep which is misbehaving.

I suspect this is a bug.  If it is a deliberate feature, I can see no
valid reason for it being there.
