Probably possible, but extremely hard.  You can't just load all of the
toolset patches - parts that depend on the operating system are
generally not included in the ROM, for example.

You would have to relocate the patches to available banks within the
ROM space.  You would also have to set up a new ROM version number,
write a TS4 file, modify TOOL.SETUP to load it (and to deal with the
new version), and deal with any software incompatibilities.
