Yes, your assumption is correct.  As you face the keyboard one would see
to the left of each of the 3 rows of memory a configuration block. By
setting this block the machine would know which of the 3 amounts of ram it
had.  Then came the language card containing AppleSoft, the a 16K memory
card, etc.
