I don't know of any program that can create more than nine partitions.
Chinook SCSI Utilities (commercial and out of print) is the best I've
seen.  It can do nine partitions of 32767.5K.

SCSI Hacker might be a possibility, but I don't recall seeing a
version which would have worked with the High-Speed SCSI card.  I
never used it much, and don't remember much about it.
