Info Needed About Getting Program



I use my Apple IIGS on the Internet using my university's computer system. 
There are some archived public domain programs on the Internet I would like to
use, but I can only transfer them to my university's computer which only does
Kermit and Z-modem transfers.  My communications program only does X and Y
modem.  I would like a public domain communications program that does VT100
terminal emulation and either Kermit or Z-modem transfers.  I know there are
programs like that out there, but how can I get them to my computer?

Could I get a program like what I need through a bulletin board system by
dialing directly into the bulletin board system without using my university's
system?  The bulletin board would have to support VT100 terminals and do either
X or Y modem, preferably X because I don't know much about Y-modem.  Are there
any free bulletin boards like what I need?  I really don't want to pay a fee to
use one since I only need one program, but I might be willing to pay a small
fee if that's the only way I can get my program.

As an alternative, is there any way I could get a public domain program like
what I need mailed to me on a 3.5 inch disk?  Any answers to these questions
or advice would be appreciated.
