TextEdit fleshed out?

When TextEdit was first introduced (at System 5.0 time), certain
features were left unimplemented.  Specifically, in the TextEdit
chapter of the third volume of the Toolbox reference, there were
notes like, "TextEdit currently supports only one ruler", and I
seem to remember that only decimal tabs and left justification
were supported.  Was TextEdit fleshed out in System 6.0?  At the
very least, was support for multiple rulers added?
