Apple meant for some people to use their //c's with tv's, which can't display
80 columns worth a hoot. When you push down the switch, it sets a soft switch
that programs can read to tell if they should use 80 columns or stay in 40.
Software can ignore it and most does. On the //c plus the volume control was
moved into that spot and the 80/40 went away.
