The pinout of the cable is straightforward:
DE-9 - Header
GND - 1
2 - 2
3 - 3
4 - 4
5 - 5
6 - 6
7 - 7
8 - 8
9 - 9
NC - 10

That was my suspicion as well.

Not directly, as far as I can see.  Much is obscured by the header
connector, though.  Most of the pot connections feed into the logic on
the boards.

When I view the ROM space, I get somewhat random values - they follow
something of a pattern, but change each time I read them.  In slot 4
(on an IIe), every 8th byte starting from C400 seems to be BF.  Every
8th byte starting from C401 seems to be FF.  After that, there are a
lot of 00 and A0 values; but a lot of random values too.
