Two different things, though.

For threads, use a thread locker such as one of the Loctites (like Loctite Blue or 222). It is fairly thin stuff that is applied to the threads.

Whatever you're comfortable with. I'll grant you that Loctite is common and familiar for mechanical assembly, but I've often seen Glyptal or similar substances used to fix adjustment and assembly screws on electronic equipment. Prime example: azimuth alignment adjustments on audio tape recorders. You wouldn't put loctite on the screw threads, since the adjustment can take a while and loctite would setup on you too quickly. You want something that can be dabbed on the top afterwards.

For the blob across the head of a trim pot the stuff is Glyptal which is a varnish ("alkyd resin"?) made by GE. Looks like Glyptal 1201 is the original red Glyptal used across trim pots.

Yes, that's the stuff.
