Well, an obvious solution:  don't put monitors or tv's next to your
drives ;)  Seriously, though, some monitors have one side that is
quieter than the other, so you could try both to see if one works.

A couple of things to try...  First, check your ground connections on
the drives; they might be loose or dirty.  Second, the noise may be
coming from your AC power line so you could try an AC line conditioner
between the wall and your computer/monitor.  There are probably about
a million other sources, so good luck!
