Ya know, I hate to point this out AGAIN, but every time a highly touted new
software release doesn't arrive on time the blame always seems to fall on
the folks doing the manuals.  Curious.  On the other hand, I've encountered
exactly the same thing during my time in the Air Force when we were trying to
get a new capability into the field -- the publisher of the tech manuals was
always blamed since the items couldn't be used without the docs, now could
they?  I haven't been able to convince myself this is always true or they
are a convenient whipping boy.
