The Control Panels NDA is loaded in directory order with the other
desk accessories, after any INITs have been loaded. The only way you
can make it load earlier is to rearrange the files in your
System:Desk.Accs folder so that ControlPanels comes first.
Moving files to other folders won't help, because they will be ignored
if they are in th wrong folder.
FinderExtras are loaded LAST, after Finder has been launched.
