I'm guessing you have ROM 1 GS with the Easy.Access init installed in your
System/System.Setup folder.

In that case, the GS's attention is required to process a key-down or a key-up.
As soon as the key-down of Return happens, the GS is busy (with interrupts
disabled briefly), and the processing of the key-up is delayed long enough
that the separate keyboard microcontroller decides it's time to start the
key repeating.  (Weird, but true.)

Solutions: Remove or inactivate Easy.Access if you're not using it, or
increase the "Delay to repeat" setting under Keyboard in the control panel.
