The best I've seen is ShowME, which is Jesus Aware, (Just like Freeware)
It is an NDA / Finder Extension, which will read GIFs, and convert them
(almost) instantly to SHR, 320, 640 modes in color or B/W.  It also
does a fine job of converting to a greyscale for use in DTP programs.
I'm not sure where it might be on the net, but it is available on 
GEnie.
