Active SCSI terminators

I am using a 52 MB La Cie hard drive connected to a 20 MB Seagate 
home-brew. The problems with the La Cie seem to be a lack of termination 
power, for some reason. (I.e. It won't boot my system. All sorts of nasty 
read-write errors if I use it without the Seagate in the chain. It won't 
work if I add a CD-ROM reader anywhere in the chain. There are no 
identical SCSI IDs. The terminated/unterminated switch doesn't make a 
difference. And it works great as long as I boot from the Seagate and 
have nothing else in the SCSI chain.)

I've heard about "Active SCSI terminators," and I'm wondering if one of 
these could be the solution to the problem. So the questions are:

1. Do these provide termination power to a HD that doesn't?
2. Are they available in the 25-pin format that the LaCie has? (Not 50-pin).
3. Any suggestions on a good place to get one?
