I think the package in grafitti was phantasm. 

The main difference between the 2 is that the Manager lets programs run 
and do things in the background. SWithIt is just that, a switch between 
programs. Were there any programs written to take advantage being in the 
background of Manager? The vaporware Spectrum was supposed.
