Yes, there IS a freeware assembler for the IIGS.  LISA 5.1a can be FTP'd from
ucrmath.ucr.edu, directory /PC/apple2, file LISA.SHK.  You may also want
to get lisa816.bqy, which contains the ProDOS-8 version of LISA--its docs
file describes most of the LISA opcodes and operators (some familiarity
with assembly language is required to make sense of this file).

LISA's syntax is a little bit strange in places, but it seems to work pretty
well.
