Do you mean "error 8028"?  In either case, I have no idea.  It isn't a
standard error number, unless the leading 8 is some kind of flag, and
it is actually error $28 (No Device Connected).

Which applications?  What are you quitting back to?  Which version of
the system software are you running?  I'm assuming you're using a IIgs.

I don't know of one.  There are several CDAs that provide error lists
(major waste of memory, if you ask me).  Otherwise, errors are
scattered through various reference manuals, update notes for versions
of the system software, etc.

Most error codes can be partially identified, because they are broken
down into a toolset number and specific error number. i.e.

$00xx   GS/OS or ProDOS-8 (usually)

$02xx   Memory Manager
$03xx   Miscellaneous Toolset
$04xx   QuickDraw II
$05xx   Desk Manager
$06xx   Event Manager
