My best guess is that the board you have is an "improved" II+ clone 
manufactured in Taiwan/Hong Kong many many moons ago. I've only seen
them in photos, but the said board can run both II software and Apple CP/M.

In a word, no. You can't use PC keyboards. If you look hard, you can 
probably find a II+ reference manual containing complete schematics for
both the motherboard, power supply and keyboard.
