Looking for an image processing card

Hi,
     
     We are looking for an image processing card that meets the
following specifications:

1. RGB signal input  from VCR or camcorder with external Sync.
   (i. e. incoming signal control the Sync. [None stable Sync] )

2. Graphics output will Synchronize with incoming signal 
        
3. Real time image grabbing at 30 frams/sec on the image size of 
   512 * 480 pixels.

4. a set of graphics C libraries such as draw line, grab... etc.

This card could be used either in PC or MAC machine.
