you have two options still:  the Apple 3.5 floppy (800K) is the least expensive way to go.  If you scan the internet you can find them for less than
$100.  Resellers such as SUN Remrketing and Alltech Electronics tend to
want about $200 for them (or more).

If you absolutely MUST have a Hard Drive, you have really only one place
to go:  Sequential Systems  (800 759 4549) sells a couple hard drives that
can be attached to the smartport on your IIc.  The problem is, in my view
they are rather overpriced for the casual user... 300-500 bux for 40MB
or so.

There IS a card that lets IDE drives work in/on Apple II systems - but it
won't work on the IIc because of the computer's closed architecture.

I get around all this by having more than one computer.  The IIc goes with
me to the various places I work.  I word process and update databases 
using Appleworks and all is happiness in the world.  When I get home I
transfer all the data to the main GS via sneakernet.
