That's what I thought at first.  In an earlier post, I said I just
wrapped the whole board in (grounded) aluminum foil.  But what
seems to matter is the distance from the foil to the board.
The single sheet of foil on one side (the power supply side)
doesn't seem to matter if it is grounded or not.  So it seems
it isn't RF noise, but interference on the board between I/O
lines or something.
